dream: periodic memory consolidation

Hotovo. Změny v MEMORY.md:

- Rozšířen záznam o Dream routing rules — přidány Phase 1/2 instrukce, klasifikace fact/decision/ephemeral, dedup logika; upřesněno, že jsou hardcoded v Python zdrojáku, ne jen v promptu; vyjmenována skutečně konfigurovatelná nastavení (intervalH, modelOverride, maxBatchSize, maxIterations)
- Přidán záznam o workspace safety guard — omezení file toolů na `~/.nanobot/workspace/`
- Přidán záznam o `compact-memory-auto-daily` cron jobu — běží v Telegram session (id: 69484aa6), reporty chodí do Telegramu místo WebUI

SOUL.md a USER.md beze změn — žádné nové osobní atributy ani behaviorální pravidla. Žádný nový skill.
